Memo to migrant

1. When entering Russia at the border control point, it is necessary to obtain a migration card and fill it out personally. The migration card is filled in in Russian. Correctly indicate the purpose of the visit, if you are entering for the purpose of employment, then emphasize "Work/Employment" accordingly. One part of the card will remain with the border guards, and the second should be given to you in your hands. Pay attention to the fact that at the bottom of the migration card there is a mark on entry into the Russian Federation.

A migration card may not be issued on the basis of clause 8 of Article 97 of the EAEU Treaty if the period of stay in Russia does not exceed 30 days from the date of entry.

2. After determining the place of stay (residence), it is mandatory to undergo the migration registration procedure no later than 30 days from the date of entry into the Russian Federation (migration registration, as a general rule, is carried out by a citizen of the Russian Federation who is the owner of a residential building or a person who has permanent registration of residence in such a house, by submitting a corresponding notification to the Migration Police Department).

Accordingly, Armenian citizens who arrived in Russia for a period of no more than 30 calendar days (from the date of entry) are exempt from the obligation to pass migration registration, provided they leave Russia before exceeding the specified period.

If there is no labor or civil contract by the date of migration registration, then the period of migration registration (period of stay) is no more than 90 calendar days from the date of entry. Upon presentation of the employment document, the term is determined by the date of the relevant contract, but not more than one year. However, in case of early termination of an employment or civil contract that has already occurred after 90 days from the date of entry, it is possible to conclude a new employment or civil contract without leaving Russia within 15 days. In case of non-conclusion of the relevant contract, it will be necessary to leave Russia.

3. Pass fingerprint registration, photographing and medical examination (duty introduced from 29.12.2021):

- arrived for the purpose of employment, within 30 calendar days from the date of conclusion of an employment or civil law contract for the performance of works (provision of services) with the employer or the customer of works (services), but no later than 90 calendar days from the date of entry;

- arrived for a period of more than 90 calendar days for purposes not related to the exercise of labor activity, within 90 calendar days from the date of entry.

Foreign citizens who crossed the border of Russia before 12/29/2021 are required to undergo the above procedures before January 10, 2023.

Fingerprint registration and photographing are carried out by police departments once, without charging state fees, regardless of the number of entries /exits to the Russian Federation. Persons who have previously undergone such procedures are exempt from their conduct.

The medical examination will have to be carried out annually - no later than within 30 calendar days after one year from the date of the previous medical examination. The medical examination must confirm that the foreigner has not used drugs or psychotropic substances without a doctor's appointment, does not suffer from socially dangerous infectious diseases and HIV infection.

The obligation to undergo state fingerprint registration, photographing and medical examination does not apply to: citizens under the age of six; stateless persons who have received a temporary identity card of a stateless person; citizens of the Republic of Belarus; officials of international organizations and other persons defined in the law on the basis of the principle of reciprocity.

Documents on passing a medical examination must be submitted to the territorial body of the Ministry of Internal Affairs of Russia (police department) at the place of stay. It is possible to submit documents in the form of an electronic document using the federal state information system "Unified Portal of State and Municipal Services (Functions)", signed, among other things, using an enhanced unqualified electronic signature

In case of non-fulfillment of obligations to undergo mandatory state fingerprint registration, photographing and (or) medical examination in respect of such foreign citizens, the issue of reducing the period of temporary stay in the Russian Federation will be considered.

Medical examination is carried out by authorized medical organizations, the list of which is established by the supreme executive body of state power of the subject of the Russian Federation. The list of relevant medical organizations in the Krasnodar Territory, approved by the Order of the Head of the administration (Governor) of the Krasnodar Territory dated March 5, 2022 No. 36-R.

4. Resolve the issue with the registration of a medical insurance policy, if there is none.
